So what does this statement mean?
Whatever [Peter] binds [makes law] on earth will be bound in heaven.
But everything in heaven is True, and already existing Truth.
So that means everything Peter binds will have to conform to the Truth.
Therefore everything Peter binds is True.
Therefore, Peter is infallible.
And so are his successors, if he so binds it, which he did when he personally chose his first successor.
That's PAPAL INFALLIBILITY.
